St. Louis Seminary To Grant Credit For PLI Courses

On May 14, 1999 Dr. Johnson wrote to Mrs. Georgann McKee, "The Doctor of
Ministry degree committee of the Seminary stated their willingness to consider the matter but no decisions have been made. NOR, I MIGHT ADD, WILL SUCH DECISION BE MADE UNLESS PLI BECOMES IN SOME WAY OFFICIALLY ASSOCIATED WITH THE LCMS (as an auxiliary or recognized service organization, for instance.")

Doctor John Johnson, President, Concordia Seminary, St. Louis, wrote to Victor Bryant as follows on July 20, 1999: "As my letter to Mrs. McKee indicates, no decision regarding this matter has been made and NO formal relation between the Seminary and PLI will be considered UNLESS PLI ACHIEVES RSO STATUS,"

Now the St. Louis Seminary is moving ahead with a "relationship" with PLI, which has never been granted RSO status by the LCMS Board For Higher Education.  The St. Louis Seminary will be granting credit for courses taken at PLI, which has no accreditation from the American Association of Theological Schools (ATS).

Up to this time exclusively the Synod's Seminaries conducted all Seminary education in the Synod.   The St. Louis Seminary now plans to "job out" a portion of its graduate study.



CONCORDIA SEMINARY D. MIN. PROGRAM WRAP-AROUND ARRANGEMENT WITH PLI PASTORS

1. OBJECTIVES

A. The student understand and articulates a coherent perspective of pastoral ministry that is formed by the Scriptures and the Lutheran Confessions.


B. The student exercise4s pastoral leadership in a theologically competent and confident manner.


C. The student critically reflects upon his experiences in PLI and integrates this reflection into his D.Min. studies.


D. The student discerns problems and challenges of pastoral leadership in his distinctive context of ministry, pursues rese4arch, and formulates theologically appropriate solutions and strategies.

 



II. PRESUPPOSITIONS

A. The wrap-around arrangement does not imply that CSL endorses everything that PLI teaches or promotes.  CSL and PLI remain Independent from each other.  This arrangement is intended to provide the opportunity for pastors accepted into PLI to participate in CSL's D. Min. program.


B. CSL. D. Min. students can receive part of their D. Min. experience through participation in PLI activities (see below, V.A.).

 



III. ADMISSION CRITERIA

A.  Applicants must be accepted into the PLI program.


B. Applicants must meet all prerequisites for admission in CSL's D. Min program:

     1. M.Div. degree equivalent to that offered by CSL
     2. Ordinarily five years of experience in the parish or related ministry
     3. Above average professional competence, attested by peer evaluation.
     4. A cumulative M.Div. G.P.A. of 3.0 or higher on a 4.0 scale.
     5. A completed application form and application fee submitted
     6. A statement from the congregation supporting his enrollment


C. Applicants must be admitted into the CSL D.Min. program's Missional Leadership concentration


D. Applicants must be admitted in the CSL D.Min. program before beginning their PLI experience (i.e., before attending the first PLI Conference Event).  The exception to this is identified in section VII, "Provision for Students in PLI Prior to Arrangement with CSL."

 



IV. WRAP-AROUND CONFIGURATION

A. PLI activities that qualify for the wrap-around arrangement:
    1. Conference Events - 4 events x 3 credit hours each = 12 credit hours
     2. International Event - 6 credit hours


B. Supplemental work required of CSL:
     1. Conference Events


The following additional work is required for each of the four events:
     a. Pre-residency: 500-750 pages read (with written reaction)
     b. Residency:  3 hours of Interaction with CSL professor
     c. Post-residency:  10 pages written project.


2. International Event


The following additional work is required for this event:
     a. Pre-residency:  2700 pages read (with written reaction)
     b. Residency:  4 hours of debriefing with CSL professor
     c. Post-residency:  35 pages written project

 



V. OTHER CURRICULUM REQUIREMENTS

A. Of the total 54 credit hours required for the D.Min. degree, 18 hours would be earned through the PLI wrap-around arrangement (12 hours through the Conference Events and 6 hours through the International Event). Students must complete the wrap-around program in order to be granted the 18 credit hours in CSL's D. Min. program.


B. The remaining 36 credit hours would be earned as follows:
0 hrs - Orientation:
DM-001 "Orientation in the Doctor of Ministry for Warp-Around"
12 hrs - Core courses (3 hrs each):
DM-911 "Exegetical Theology Today", DM-912 "Historical Theology Today" DM
914-"Integrated"
       12 hrs - Classes approved to the Missional Leadership Concentration:
  DM-9xx "Leadership and the Missio Dei"(6 hrs)
  DM-907 "Leadership in the Congregation" (3 hrs)
  Electives in the concentration (3 hrs)
       3 hrs - Free electives
       9 hrs - D.Min. Research Project
  DM-995 "Project Research and Writing" (3hrs)
  DM-996 "Major Applied Project" (6 hrs)


C. Candidacy Status
The 18 credit hours done through the wrap-around arrangement do not qualify as prerequisite work for candidacy.  A D.Min. student is eligible to apply for candidacy after successfully completing 18 credit hours (designed as two courses and two seminars) that are not wrap around credit.

 



VI. TIME LIMIT FOR COMPLETION

A. All requirements for students enrolled in the wrap-around arrangement must be completed with 8 years (4 years attending PLI events, 4years attending CSL D.Min. intensives and writing the Major Applied Project).


B. Wrap-Around students must complete the 36 credit hours of D.Min course work with 4 years.


C. Students may apply for a time extension by submitting the "Request for Waiver/Time Extension" form.

 

VII. PROVISION FOR STUDENTS IN PLI PRIOR TO ARRANGEMENT WITH CSL

A. Work done in PLI by students admitted to CSL's D.Min. program after they have completed some or all of the PLI Conference Event modules and International Mission module before September 1, 2002, may qualify for the wrap-around arrangement.


B. Students who qualify for this provision must complete the wrap-around requirements (see "IV. Wrap-around Configuration" above) to receive the credit hours.  The hours of interaction with a CSL professor identified in IVC.B.1.b and IV.B.2.b above will be fulfilled through special reflection sessions held on the CSL campus.


C. This provision is a one-time opportunity afforded only to those D.Min students enrolled in PLI before a wrap-around arrangement with CSL was established.

 

VIII. FINANCIAL

A.  The 18 credit hours earned through the PLI wrap-around (12 hours through
Conference Events and 6 hours through the International Event) are assessed at fifty (50) percent of the current tuition rate per quarter hours.


C. The remaining 36 credit hours are assessed at the current tuition rate per quarter hour.


D. Required fees (application, orientation, Major Applied Project, continuation) are assessed at the current rate.

 



IX. CONTACT WITH CSL PROFESSOR

A. PLI Conference Events: The designated CSL faculty member attends the Conference Event and meets periodically with the D.Min. students for reflection.  He evaluates the student's reflection and written assignments.


B. PLI International Event:  The designated CSL faculty member meets with the students for debriefing after the two week International Event. Evaluation of the student's cross-cultural experience takes place by means of written forms to be completed by both the student and the site supervisor and through a small group debriefing with the professor.  The CSL faculty member also evaluates the student's other written assignments.
